Prévention

A “prevention group” made up of 7 prevention assistants is responsible for the cross-functional organization of all preventive actions in the field of health and safety (leadership, risk assessment, register follow-up, welcoming new arrivals, organization of prevention exercises).

This group is supported by the prevention departments of the Centre Versailles-Grignon and AgroParisTech, as well as by the medical service. A prevention manager has been appointed (initially Marie-France Rousseau, replaced by Ghislaine Delarue in 2017), in charge of coordinating the group and updating all safety registers. The prevention group's mission is to assist and advise the unit manager on compliance with his or her health and safety obligations. Prevention assistants are spread across the unit's three sites. The group also relies on the skills of first aiders (SST) and three radiation protection officers (PCR). The prevention group's recurring activities are as follows:

  • reception of new arrivals (distribution of instructions, information on risks and means of protection) ;
  • coordination of waste management and storage of hazardous products;
  • disseminating information and raising staff awareness of safety instructions;
  • monitoring regulatory inspections;
  • update the occupational health and safety register;
  • updating risk assessment analysis.

Examples of significant events that have heavily mobilized the Prevention group over this five-year period include: (1) organizing and participating in visits by the Health and Safety Committee (CHSCT) to two of the unit's buildings in 2017; (2) preparing and approving a level 2 laboratory for quarantine soil handling in 2015; and (3) renewing the authorization to use ionizing radiation sources in 2018.

As part of the vigipirate plan, we strictly apply the instructions for securing access to buildings (systematic locking, need for access control cards, access control and registration depending on the building; for example, in the bioclimatology building, which is relatively isolated, one person is permanently assigned to ensure reception). The internal regulations specify the hours of presence, with a ban on working outside these hours, except in exceptional cases requiring appropriate measures. In particular, every effort is made to avoid isolated working situations.

With regard to computer network security, ECOSYS applies the national security policy. On arrival, users with a valid LDAP plan are informed of the conditions of access to the unit and to national resources. They must validate the national charter and electronically sign the unit's specific recommendations.

Data protection is also ensured internally by LDAP authentication; each user (individual, project group or team) accesses his or her areas with specific rights. All common and work areas are mirrored in another building. We also ensure redundancy of certain key services via multiple servers and virtual machines. All the unit's computers are backed up daily on a dedicated server.

From external sites, it is possible to access the unit's intranet via a portal with an LDAP account. The security level of this server is very high: the recommendations for Web servers are applied, and the most sensitive protocols and risks have been banned, thanks in particular to an increased encryption rate. For certain users, direct access to the local network from outside is possible (maintenance, access to computing servers). Foreign visitors to the unit (without LDAP accounts) must use the guest wifi network, or may exceptionally (if there is no wifi terminal) be connected to the local network for a few days under a separate IP address.
